ENERGIZER AND CONSTRUCTION:

XR 5000 USER MANUAL PRODUCT OVERVIEW

A) GENERAL

The Stun belt will be used primarily for aggressors as a restraint to protect law enforcement personnel or innocent bystanders against violent attacks.

The Stun belt will deter or immobilize (with no harmful effects) the aggressor in the process of restoring order with minimum force, unlike with the use of batons and firearms. It is important for officials and personnel to read through and clearly understand the full operation of the belt.

In addition a duty sheet is also enclosed which contains further information relating the use, procedures etc., which are to be followed. We encourage any further procedures to ensure the safety of all parties concerned.

B) CONSTRUCTION Added to the basis of the belt is a pouch that houses the energizer box. The belt tightens with strong seat-belt lock bands through buckle loops and Velcro for added security. The belt also secures the upper forearm and is fitted with a heavy-duty “D” ring through which a pair of handcuffs is fitted in order to secure the wrists of hardened aggressors. Wires are concealed in the base of the belt to conduct the electricity and to resist against cutting attempt.

C) GENERAL OPERATION

A person fitted with this belt is unable to use his hands or arms due to the straps and or optional handcuffs. When the behaviour of the aggressor becomes out of control, his guard presses the remote upon which a loud warning siren is activated.

This serves to warn the culprit that he has only a few seconds to normalize his behaviour otherwise a pre-set shock with a predetermined time (i.e. 5 seconds) will be activated through the belt all round his waist and through his body.

This painful but non-lethal shock will immediately subdue, immobilize and render the culprit harmless. Even through thick clothing, the shock will cause painful muscle contractions, similar to being shocked by the mains electricity, causing disorientation, loss of balance, mental confusion which will leave the culprit stunned and dazed for some minutes without leaving burn marks or any permanent damage. This procedure may be repeated, if necessary.

OPERATION

FITMENT OF BELT To ensure a secure fit and general security it is recommended that at least 2 officials assist in this procedure:

Step 1: Unfold belt completely ensuring that all Velcro straps are unlocked. Step 2: The aggressor should be instructed to stand at ease with his legs apart and his hands interlocked behind his head. (Handcuffs may also be considered pending circumstances) Step 3: Wrap the base belt securely around the waist and ensure if possible that the Velcro opposite on the base belt align. (Standard belt) Step 4: The waist lock belt should now be pulled through the lower part of the buckle and pulled back securely across the top. Ensure that the lock belt meets back onto the Velcro opposites (soft part) in front and secure. Step 5: The aggressor can now lower their hands. Two options are available to lock down the hands; a) Wrist restraints: Position the wrists on the front section of the base belt. Wrap the wristlock belt back securely over the wrist, push and pull back through buckle bottom and top sections respectfully. As with waist lock belt, ensure that the strap locks securely unto the Velcro opposites. Refer to illustration (A) on page 3.

b) Forearm restraints with handcuffs:

(Recommended for hardened criminals) Position the forearm on the front section of the base belt and lock into position as described in option (a). Slide open handcuff section through “D” ring on middle of front base belt and lock handcuff around wrists.

It is recommended that High Security Handcuffs with a double lock feature be used with the Stun belt. Refer to illustration (B) on page 3.

Step 6: Inspect all round attachments to ensure a tight fit. Refer to arming the energiser module for transit of prisoner.

ARMING THE ENERGIZER MODULE (Refer to illustration C)

Step 1: Follow the energizer test procedure before fitting the module into the back pouch.

Step 2: Ensure that the test spark probes of the energizer box are inserted into the pouch with the Press-stud male and female clipped into place.

Step 3: Set key switch clockwise to ON position indicated by red LED, which will light up.

Step 4: Close lid of pouch ensuring that the Velcro opposites meet properly.

Step 5: The remote control should be kept in a very safe place to avoid accidental trigger whilst in the standby mode. In any event a safety-warning siren will always be activated first.

Step 6: Pending on inter alia Department / organization procedure for activating the belt, the following will happen once the remote is pressed;

a) If the guard presses the button on the TX remote control a warning siren is activated. When the button is released the siren stops.

b) If the button is pressed and held for longer than the predetermined set time of 3 seconds, the shock is activated and will continue automatically for another predetermined set time of 5 seconds even if the button is released during this time.

The tested non-lethal shock will arc across the press-studs or whichever part of the waist is closest to the electronic cable concealed within the base belt. Although effective in its ability to restore law and order with minimum force, the shock is not harmful to the recipient. c) The built-in safety feature, warning siren, allows for the shock only to be repeated again after the set time intervals. d) Ensure that the energizer module is always tested and in proper working order before use. e) Always switch the unit OFF when not in use.

TEST PROCEDURE / CHARGING With the energizer box outside of the pouch, arm and activate box as per operating instructions – step 3 and 6. If the test spark is weak and slow or if there is no spark at all, connect the charger to the unit, making sure the little red globe lights up.

Depending on the charged state of the built-in battery. It will take from 5-18 hours to fully restore the battery.

Charging upto 36 hours will not damage the battery, however, this is not recommended as extended charging can decrease charger life.

NOTE: Always ensure that full timer sequences run full as described.

WARRANTY

A minimum warranty period of 12-months in accordance with the Force manufacturing warranty.

IMPORTANT

• The product should only be used as deterrent, for what it is designed for and only after attending trading and practice. • Do NOT fire the unit against other metal objects, or test the unit for more than a few seconds at a time. • Do NOT activate in areas with inflammable gasses or near petrol filling stations.

DUTY SHEET: XR 5001(ELECTRIFIED BELT) MAXIMUM PRISON PRODUCT OVERVIEW



1. The XR 5001 belt is mainly used during the movement or transportation of high-risk / dangerous prisoners inside and outside the prison premises. The following are the ideal situations / areas where the electrified belt can be used;

• Can be used during the escorting of maximum, high-risk/ dangerous prisoners in courts, outside hospitals and other prisons. • Can be used on male and female prisoners excluding pregnant woman. • Other appropriate areas at your discretion.

2. EVERY ELECTRIFIED BELT IS ACCOMPANIED BY A USER MANUAL. HOWEVER, THE FOLLOWING RULES APPLY WHEN THE ELECTRIFIED BELT IS IN USE.

2.1 The electrified belt should only be used for the movement or transport of prisoners.

This electrified belt must never be used on prisoners inside the cells.

2.2 Officials may not tamper with the electrified belt and remote control. The remote control must not be put in a pocket with other items, it may press against the buttons of the remote control and cause the electrified belt to activate.

2.3 The remote control must not be visible to the family or the public during escort.

2.4 The battery of the electrified belt is rechargeable and it must be meticulously monitored (see user manual for more details).

2.5 The electrified belt must be tested before fitted to a prisoner.

2.6 The belt must be fitted to the waist of the prisoner at the back.

2.7 The prisoner must not wear extra clothing under his shirt. It will prevent the electronic impulse going through

2.8 Between the belt and the body there must not be any other articles that may prevent the electric impulse going through to the body.

2.9 This electrified belt is unique in the sense that when it is tested, there will be a ‘blue spark” visible between electrodes. The only way to ascertain whether the belt is in working order is by following step 2 in the instructions in the brochure.

2.10 After the electrified belt has been fitted to a prisoner, he/she must at all times be under direct and immediate supervision of the official in possession of the activating device.

2.11 Members who are instructed to escort prisoners with an electrified belt, must be fully aware of the operating instructions – see user manual (instructions) for more details.

2.12 Whenever the electrified belt has been in operation/ activated, the member must submit a written report to the Head of the Prison regarding the circumstances surrounding the incident as soon as reasonably possible.

3. Only the Head of Prison or his delegate may give the instruction for the use of the electrified belt.

4. It is also important that effective control measures for the issuing and return of this equipment should be introduced. For this purpose a register must be implemented. A specific functionary must be appointed in writing who will be responsible for the issuing and receiving of the electrified belts.

5. It would be appreciated if the PH’s Security could orientate / train the relevant officials regarding the use of this equipment.

6. In order for this office to be acquainted if the effectiveness of the electrified belt could be obtained. Positive and negative outfalls must be listed and your province-consolidated feedback must reach this office by (a certain date)

7. The electrified shock causes the prisoner to fall down and have no use of his body for a time. The electric impulse lasts for 8 seconds. For general operation consult the operating instructions.

THE FOLLOWING STEPS MUST BE TAKEN BY THE ARSENAL CONTROLLERS;

• The electrified belt must be tested before it is used for an escort. • • The unit must be fully charged and the remote control must be tested to ensure that the device can be activated on a reasonable distance. If the electrified belt cannot be activated on a reasonable distance the unit must not be used for escort. The batteries of the remote control must first be replaced. • When the arsenal controller receives the electrified belt back from an escort, it must be tested to ensure that it was not tampered with.

• The BELT belt must be signed for in a register before it is issued for an escort and is to be signed back when received.

DEPARTMENT LEGISLATION GOVERNING THE USE OF NON-LETHAL INCAPACITATING DEVICES

a) Non-lethal incapacitating devices may only be issued to a official on the authority of the Head of Prison or the Head of Community Corrections. b) Such devices may only be used by a official specifically trained in their use.

c) Such devices may be used in the manner prescribed by regulation and then only- o if a prisoner fails to lay down a weapon or some other dangerous instrument in spite of being ordered to do so; o if the security of the prison or safety of prisoners is threatened by one or more prisoners; or o for the purpose of preventing an escape.

d) Whenever such devices are used, their use must be reported in writing and as prescribed by regulation. e) Teargas grenades and cartridges fired by firearms or launch-tubes may not be fired or launched directly at a person or into a crowd.

f) Whenever a official decides to use teargas he or she must be convinced that its use in the specific situation meets the requirements of minimum and proportionate force as required.

g) If a prisoner has been affected by teargas he or she must receive medical treatment as soon as the situation allows.

GENERAL WORKING OF THE REACTION BELT

• The belt can be activated at a distance of +- 40 metres. The distance of activating depends on how strong the batteries of the remote control are. • The device can be activated around corners at close range. If a prisoner is hiding, the device can be activated to hear where the prisoner is. The warning siren can be heard at a distance of +- 40 metres. • When the belt is activated the siren warns the prisoner for up to 3 seconds and there after an electrifying shock impulses of 50,000 Volts to the body of the prisoner will start. • User manual as well as duty sheet must be studied and reaction belt should only be used once the official has familiarized themselves with all the contents.
