O.C. adds pungency to pepper spray, as it consists of primarily carotenoids (the red pigment found in many vegetables), vegetable oils and capsaicinoids (the active ingredient that is responsible for the heat in chile peppers). Ideally, a well-formulated pepper spray should have absolutely no lasting effect, but there are some pepper sprays that contain CFC's, which are known to be harmful to the earth's ozone layer.
